Job Description

Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Common Administrative Service Unit (CASU) which provides administrative services to the South and South-West Asia (SSWA) Office and the Asian and Pacific Centre for Transfer of Technology (APCTT) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) co-located in New Delhi, India. The incumbent reports to the Heads of the two offices.

Responsibilities

Under the direct supervision of the Heads of the two offices, the incumbent is required to perform the following functions:

Human Resource Management
  • Undertakes actions related to the administration of the unit’s human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff
members, training, etc., ensuring consistency in the application of UN rules and procedures.
  • Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Provides information on unit’s staffing needs for inclusion in department’s staffing table.
Budget and Finance
  • Assists in developing the unit’s work program and budget; analyses inputs and formulates resource allocations by work program, or business processes.
  • Using Umoja, monitor budget/work program with respect to Headquarters’ budget, trust funds and grants, on a regular basis, and reallocates resources as necessary.
  • Supports the implementation of procedures and systems for implementing the appropriate financial database. Follows up pending entitlements, payments and claims.
  • Contributes to the development of budgetary guidelines for own unit.
General administration
  • Performs other related administrative duties, as required (e.g., operational travel programme, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software (Umoja) and systems.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
Education
A first-level university degree in business administration, finance, commerce or accounting, law or related area.
Work Experience
A minimum of two years of progressively responsible experience in administration, protocol, finance, procurement, accounting, human resources management or related fields is required.
Experience in the United Nations Common System or international organizations is desirable.
Experience working with Microsoft Excel and PowerPoint is desirable.
Experience with UN’s or related international organization’s financial or human resources policies and processes is desirable.
Experience with an Enterprise Resource Planning (ERP) system, e.g. SAP, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Hindi and additional language from the region is an advantage.
Assessment

Special Notice
Candidates for the National Professional Officer category shall be of the nationality of the country where this position is located. This post is open to Indian nationals only.

Appointment against this post is on a local basis; candidates shall be Indian nationals and will be recruited in the country or within commuting distance of the SSWA office. If no suitable local candidate is identified, Indian nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to New Delhi in the event of an employment offer.

Note to current staff members at the General Service level: Should a current General Service staff member be selected for this post, he/she would need to resign from his/her General Service appointment before receiving a new appointment at the NO level.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.

This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity. Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
