Engineering/Contract & Procurement/Finance/Legal Job Opportunity In Petroleum & Natural Gas Regulatory Board

Engineering: Level I

Qualification: Graduate Degree in Engineering/Master’s Degree in Science/Economics/Operations Research or Equivalent from a

Recognized ‘University or Institution

Experience: Experience up to 5 years in :

(a) Techno-economic project appraisal/evaluation/choice of project involving large investment in the field of oil and gas pipelines storages capacities, marketing infrastructure/city gas distribution etc; or

(b) Development/formulation of regulations or familiarity with latest technological development in the oil and gas sector; or

(d) Operation and maintenance of oil and gas pipelines; or

(e) Drafting of technical standards/safety codes pertaining to oil and gas pipelines and installations.

Engineering: Level II

Qualification: Graduate Degree in Engineering/Master’s Degree in Science/Economics/Operations Research or Equivalent from a Recognized ‘University or Institution

Experience of more than 5 years in :

(b) Development/formulation of regulations or familiarity with latest technological development in the oil and gas sector; or

(d) Operation and maintenance of oil and gas pipelines; or

(e) Drafting of technical standards/safety codes pertaining to oil and gas pipelines and installations.

Contract & Procurement (C&P): Level IV

Qualification: Graduate Degree in Engineering / Master’s Degree in Science / Economics / Operations Research or Equivalent from a Recognized University or Institution. Preference would be given to candidates having two years MBA with specialization in Materials Management / Contracts Management.

Experience of more than 15 years: Executive experience inline in the Contract & Procurement /Purchase or equivalent department in State / Central Government /Department(s) / Organisation(s) /Undertaking(s) and/or large Private Sector Organization(s) / Institution(s) / Company(ies). Familiarity with Indian Petroleum/ PNGRB Act/Rules/Regulations. Preference will be given to the candidates having inline executive experience in Oil & Gas and Petrochemical industry and having experience of working in eTendering processes.

Finance: Level I

Qualification: MBA (Finance),Chartered Accountant, Cost Accountant or Master’s degree in Economics/Commerce/Operati ons Research or equivalent from a recognized university or institution

Experience up to 5 years in:

(a) Development/ formulation of regulations; or

(b) Computation of pipeline transportation tariffs, pricing and other concerned commercial and financial issues related to the oil and gas sector; or

(c) Detailed analysis of annual accounts of firms, loan appraisals for large projects as done by the banks/financial institutions; or

(d) Experience in the fields of oil and gas production, processing, transportation, storage, terminal operation, distribution, marketing, etc.

Finance: Level II

(d) Appraisal of large projects in the fields of oil and gas production, processing, transportation, storage, terminal operation, distribution, marketing, etc.

Legal: Level II

Qualification: Law Degree from a recognized University/Law School

Experience of more than 5 years in:

(a) Drafting and vetting of regulations, or

(b) Appearance in Courts/Appellate Tribunals as an advocate; or

Lump sum monthly remuneration: (i) For individual consultant under Level I: Rs 50,000/-; Level-II : Rs.75,000/- and Level-IV : Rs.1,10,000/- with 10 percent increase on completion of each year in PNGRB. No other allowance on account of conveyance, telephone, etc will be paid.

The Petroleum and Natural Gas Regulatory Board (PNGRB) was constituted under The Petroleum and Natural Gas Regulatory Board Act, 2006 (NO. 19 OF 2006) notified via Gazette Notification dated 31st March, 2006.
