IRCON International Limited (IRCON) invites application for the position Executive Director

No. of posts : 01 Post

Location : Corporate Office, Delhi

Duration : 3 years from the date of appointment which can be further extended upto 5 years.

Terms of appointment : Deputation / Immediate absorption basis

Scale of pay :

(i) On Deputation Basis For CDA Officer - Parent Cadre Pay + Deputation Allowance + special charge allowance of Rs.2000/- per month For CPSE Officer - Parent Cadre Pay + Deputation Allowance

(ii) On Immediate Absorption Basis Rs.150000-300000/- (E9 Level)

Perks/ Benefits:

a) Expert Professional Allowance – 15% of the actual Basic pay per month.

b) Medical Allowance (outdoor) – 4% of the Basic pay per month.

c) Reimbursement of Entertainment expenses – Rs.6000/- per month.

d) Reimbursement of expenses (As per minimum wages laid down for unskilled workers, as per respective State Govt. depending on place of posting of deputationist).

e) Lease/HRA/Option of retention of accommodation provided by Railways Railway's policy for retaining family at previous place of posting or at Delhi/ Asiad Village.

Qualification/Experience :

a) IRAS Officer working in SAG scale with minimum 4 years service in SAG with experience in Finance, Accounts, Budgeting, Internal Audit and Exchequer control. Officer should be well versed in finalization of accounts in computerized environment.

b) Officer working at E-8 level (in Pay scale of Rs.120000- 280000/- (IDA) and having an experience of minimum 4 years in the grade in PSUs under Ministry of Railways and having experience in Finance, Accounts, Budgeting, Internal Audit and Exchequer control. Officer should be well versed in finalization of accounts in computerized environment.

c) Officers with additional experience in construction project management services/ infrastructure sector will be preferred.

d) Officer must have secured an overall grade of "Outstanding" in not less than any "3 out of 5" preceding Annual Confidential Reports (ACRs) / Annual Performance Appraisal Report (APARs) and of the remaining two ACRs / APARs, the candidate should not have had a grading of less than "Very Good".

e) The number of years of experience and nature of experience of the officer in the specific area as per requirement will be taken into consideration.

f) Officer should have good communication skills.

h) Overall, an officer with a good mix of all of the above shall be preferred for selection.

Whether the company/ organization has been exempted from the rule of permanent absorption and if so, the date upto which the exemption is valid : The Ministry of Railways has conveyed their approval for continuance of Railway Officers on deputation on exemption from the rule of immediate absorption to IRCON for a period of three years w.e.f. 31.08.2020 vide their letter No.2008/PL/45/4 (Pt.),dated 09.03.2021.
