Work you’ll do
Summary
Supports the OCONUS IDO Subcontracting department focused on USAID, MCC, and DOS clients. Possesses a strong working knowledge of Federal Acquisition Regulations, as well as AIDAR, ADS, and CFR provisions. Supports the execution of all facets of the subcontracts life-cycle. Exercises increased independence and judgment in reviewing and analyzing moderately complex subcontracts actions. Maintains a keen awareness of requirements and status associated with assigned portfolio. Effectively, manages personal portfolio and advising account teams on subcontracts administration matters. Assists subcontract managers, and other administrators with activities such as data entry and maintaining and tracking subcontract agreements. Advises account and enabling teams and makes decisions regarding subcontract/subcontractor management approaches. Compiles and analyzes contract related data; and maintains historical information and documentation. With assistance, develops and executes basic negotiation strategies with subcontractors. Proactively identifies and analyzes subcontracting issues, solving standard/routine subcontract activities. Keeps fully informed on all subcontract standards, plans and policies. Ability to effectively and persuasively communicate peers, internal leadership, and clients. Develops and maintains subcontract files in accordance with applicable governmental regulations and Deloitte’s procurement policies and practices. Ensures the timely filing and reporting of subcontract data entry into various systems and monitoring of data updates.
Proactively provides support to the development, review, and negotiation of subcontracts, modifications, subcontractor NDA and teaming agreements consistent with company policies. Enters subcontract data into appropriate forms and databases. Checks existence, accuracy, and completeness of electronic documents related to contract agreements. Reviews Federal solicitations and provides support for Subcontractor Requests for Proposals. Prepares documentation for inclusion in Deloitte proposals in response to Subcontractor pricing, narratives, and consent requirements. Organizes documentation and filing in accordance with policies and procedures. Provides training and guidance to Engagement Team counterparts on USAID, DOS, MCC and other OCONUS Government Agency Regulations applicable to the management of the subcontract and procurement. Maintaining Key Relationships and collaboration with Managers, Senior Managers and PPMDs - account team Managers, Senior Managers, Consultants – business development team Managers, Senior Managers and PPMDs – enabling areas teams (contracts, subcontracts, pricing, billing, policy, OGC, etc.)
Required
Qualifications
- 10+ years of relevant work experience in contracts or subcontracts
- Exposure to multiple contract types (e.g. CPFF, CPIF, CPAF, FFP/LOE, T&M, FFP) and solicitation types (e.g. FAR Parts 8, 12,13, 15, and 16)
- BS or BA degree in a Business-related discipline
Specific Skills
- Extensive experience with Microsoft Office software to include: Excel, Word, PowerPoint, Visio, SharePoint and Projects. Costpoint, GowVin, Cognos and Workflow experience is highly desired.
Preferred Experience / Education
- Master’s degree in business administration, law or relevant areas
- Emerging ability to excel in upper level management environment
- NCMA: CFCM or CCCM
- FAC-C or relevant certification
Technical Skills
- Experience supporting the Federal client aligned with the team of assignment (USAID, DOS, MCC)
- Strong consultative and communication skills
- Ability to operate in a fast-paced environment
- Demonstrated ability work effectively work collaboratively with teams
- Strong interpersonal skills and the ability to work and negotiate successfully with both internal and external teams
